1). I have four translations/editions of the Jewish Torah. Three of them include the four commandments, 6-9, in one verse (Exodus 20:13). In those editions it shortens the chapter by three verses, ending at Exodus 20:23. Exodus 20:16 in the Jewish Bible is Exodus 20:19 in our Bible. Our English Bible goes on to Exodus 20:26.

1). The effect of the presence of God on Mt. Sinai was similar to Moses and all of Israel. The effect on Moses was that he literally trembled in fear, and so did all of Israel. This detail of Moses trembling is not mentioned in Exodus but is revealed in Hebrews.
a). Exodus 19:16-19 The third morning there were thunders and lightnings, and a thick cloud upon the mountain, and a very loud trumpet blast, so that all the people in the camp trembled.
19:17 Then Moses brought the people from the camp to meet God, and they stood at the foot of the mountain.
19:18 Mount Sinai was wrapped in smoke, for the Lord descended upon it in fire; its smoke ascended like that of a furnace, and the whole mountain quaked greatly.
19:19 As the trumpet blast grew louder and louder, Moses spoke and God answered him with a voice.
b). Hebrews 12:18-21 For ye are not come unto the mount that might be touched, and that burned with fire, nor unto blackness, and darkness, and tempest,
12:19 And the sound of a trumpet, and the voice of words; which voice they that heard intreated that the word should not be spoken to them any more:

c). Exodus 19:16 And it came to pass on the third day in the morning, that there were thunders and lightnings, and a thick cloud upon the mount, and the voice of the trumpet exceeding loud; so that all the people that was in the camp trembled.
2). The effect on all of Israel was so traumatic that Israel allowed it to be so fearful that they rejected the wonderful offer of a national priesthood to God. The offer was made when they arrived at Sinai. But after the introduction of meeting God Almighty, they declined the offer. The priesthood was then chosen by God from Aaron and his sons (Exodus 28:1). Because of the horrible incident of idolatry of the golden calf while Moses was up on the mountain receiving the Ten Commandments, and the response of the tribe of Levi, the whole tribe of Levi was chosen to be the LORD’s servants in the Tabernacle Exodus 32:25-29; Numbers 3:5-9.

19:2 For they were departed from Rephidim, and were come to the desert of Sinai, and had pitched in the wilderness; and there Israel camped before the mount.
19:3 And Moses went up unto God, and the Lord called unto him out of the mountain, saying, Thus shalt thou say to the house of Jacob, and tell the children of Israel;
19:4 Ye have seen what I did unto the Egyptians, and how I bare you on eagles' wings, and brought you unto myself.
19:5 Now therefore, if ye will obey my voice indeed, and keep my covenant, then ye shall be a peculiar treasure unto me above all people: for all the earth is mine:
19:6 And ye shall be unto me a kingdom of priests, and an holy nation. These are the words which thou shalt speak unto the children of Israel.
