Behold, the days come, saith the LORD, that I will make a new covenant with the house of Israel, and with the house of Judah:

1. “Behold, the days come, saith the LORD…”

2. “...that I will make a new covenant with the house of Israel, and with the house of Judah:”

i. [of] Judah [Strong: 3063 Yᵉhûwdâh, yeh-hoo-daw'; from H3034; celebrated; Jehudah (or Judah), the name of five Israelites; also of the tribe descended from the first, and of its territory:—Judah.]

1). The New Covenant referred to in this verse is no doubt the new Covenant through Jesus Christ. This passage is cited twice by the inspired writer of Hebrews. Notice that the Covenant was made with Israel and Judah not with the whole world, but we were included in it. 

a). Hebrews 8:9-12  Not according to the covenant that I made with their fathers in the day when I took them by the hand to lead them out of the land of Egypt; because they continued not in my covenant, and I regarded them not, saith the Lord.
8:10 For this is the covenant that I will make with the house of Israel after those days, saith the Lord; I will put my laws into their mind, and write them in their hearts: and I will be to them a God, and they shall be to me a people:
8:11 And they shall not teach every man his neighbour, and every man his brother, saying, Know the Lord: for all shall know me, from the least to the greatest.
8:12 For I will be merciful to their unrighteousness, and their sins and their iniquities will I remember no more.

2). One of the fascinating side points of this passage is that in the second time the writer cites it, he identifies the holy Spirit as the one who said it.

a). Hebrews 10:15-18  Whereof the Holy Ghost also is a witness to us: for after that he had said before,
10:16 This is the covenant that I will make with them after those days, saith the Lord, I will put my laws into their hearts, and in their minds will I write them;
10:17 And their sins and iniquities will I remember no more.
10:18 Now where remission of these is, there is no more offering for sin.
