And he gave Joshua the son of Nun a charge, and said, Be strong and of a good courage: for thou shalt bring the children of Israel into the land which I sware unto them: and I will be with thee.

The ESV and the Classic Amplified are the only translations that clearly says the LORD God is the one who gave Joshua the charge, but the declarations the Person saying the words also says He was the One who swore to the forefathers to give them the Land and that He would be with him (Joshua). These are clearly Divine utterances.
