1). This is one of the verses/passages cited in the New Testament of a verse or passage in the Old Testament where the Person who originally inspired and uttered the verse or passage is identified as one of the Persons of the Triune Godhead. As a matter of necessity I am going to list all three Persons of the Godhead who uttered passages in the Old Testament and identified in the New Testament.

a). The verse Hebrews 3:7 is the beginning of a passage found in Psalm 95:7-11. In the passage it clearly labels the LORD God as the Person uttering the words. The inspired writer of Hebrews identifies the Person of the Godhead as the Holy Ghost.

(1) Psalm 95:7-11 For he is our God; and we are the people of his pasture, and the sheep of his hand. To day if ye will hear his voice,
95:8 Harden not your heart, as in the provocation, and as in the day of temptation in the wilderness:
95:9 When your fathers tempted me, proved me, and saw my work.
95:10 Forty years long was I grieved with this generation, and said, It is a people that do err in their heart, and they have not known my ways:
95:11 Unto whom I sware in my wrath that they should not enter into my rest.

(2) Hebrews 3:7-11 Wherefore (as the Holy Ghost saith, To day if ye will hear his voice,
3:8 Harden not your hearts, as in the provocation, in the day of temptation in the wilderness:
3:9 When your fathers tempted me, proved me, and saw my works forty years.
3:10 Wherefore I was grieved with that generation, and said, They do alway err in their heart; and they have not known my ways.
3:11 So I sware in my wrath, They shall not enter into my rest.)

b). God the Father is also identified in the New Testament Book of Hebrews as the Person of the Godhead who inspired the writer of the passage in Psalms and uttered them to the Son, the Second Person of the Triune Godhead.

(1) Psalm 102:24-27 I said, O my God, take me not away in the midst of my days: thy years are throughout all generations.
102:25 Of old hast thou laid the foundation of the earth: and the heavens are the work of thy hands.
102:26 They shall perish, but thou shalt endure: yea, all of them shall wax old like a garment; as a vesture shalt thou change them, and they shall be changed:
102:27 But thou art the same, and thy years shall have no end.

(2) Hebrews 1:8-12 But unto the Son he saith, Thy throne, O God, is for ever and ever: a sceptre of righteousness is the sceptre of thy kingdom.
1:9 Thou hast loved righteousness, and hated iniquity; therefore God, even thy God, hath anointed thee with the oil of gladness above thy fellows.
1:10 And, Thou, Lord, in the beginning hast laid the foundation of the earth; and the heavens are the works of thine hands:
1:11 They shall perish; but thou remainest; and they all shall wax old as doth a garment;
1:12 And as a vesture shalt thou fold them up, and they shall be changed: but thou art the same, and thy years shall not fail.

c). God the Son is also identified in the Hebrews 1 passage as being the Person of the Godhead who uttered the words to Job in Job 38.

(1) Hebrews 1:8-12 But unto the Son he saith, Thy throne, O God, is for ever and ever: a sceptre of righteousness is the sceptre of thy kingdom.

(2) Job 38:1-7 Then the Lord answered Job out of the whirlwind, and said,
38:2 Who is this that darkeneth counsel by words without knowledge?
38:3 Gird up now thy loins like a man; for I will demand of thee, and answer thou me.
38:4 Where wast thou when I laid the foundations of the earth? declare, if thou hast understanding.
38:5 Who hath laid the measures thereof, if thou knowest? or who hath stretched the line upon it?
38:6 Whereupon are the foundations thereof fastened? or who laid the corner stone thereof;
38:7 When the morning stars sang together, and all the sons of God shouted for joy?

2. “…To day if ye will hear his voice,”

a. To day [Strong 4594 semeron say'-mer-on neuter (as adverb) of a presumed compound of the article 3588 (t changed to s) and 2250; on the (i.e. this) day (or night current or just passed); generally, now (i.e. at present, hitherto):--this (to-)day.]

b. if [Strong: 1437 ean eh-an' from 1487 and 302; a conditional particle; in case that, provided, etc.; often used in connection with other particles to denote indefiniteness or uncertainty:--before, but, except, (and) if, (if) so, (what-, whither-)soever, though, when (-soever), whether (or), to whom, (who-)so(-ever).]

c. [ye will] hear [Strong: 191 akouo ak-oo'-o a primary verb; to hear (in various senses):--give (in the) audience (of), come (to the ears), (shall) hear(-er, -ken), be noised, be reported, understand.]

d. his [Strong: 846 autos ow-tos' from the particle au (perhaps akin to the base of 109 through the idea of a baffling wind) (backward); the reflexive pronoun self, used (alone or in the comparative 1438) of the third person , and (with the proper personal pronoun) of the other persons:--her, it(-self), one, the other, (mine) own, said, (self-), the) same, ((him-, my-, thy- )self, (your-)selves, she, that, their(-s), them(-selves), there(-at, - by, -in, -into, -of, -on, -with), they, (these) things, this (man), those, together, very, which.]

e. voice [Strong: 5456 phone fo-nay' probably akin to 5316 through the idea of disclosure; a tone (articulate, bestial or artificial); by implication, an address (for any purpose), saying or language:--noise, sound, voice.]
