Numbers 14:3

And wherefore hath the LORD brought us unto this land, to fall by the sword, that our wives and our children should be a prey? were it not better for us to return into Egypt?

1). This thinking is carnal thinking, with our minds always thinking of where we came from and even missing it. Notice the phrase mindful of the country where they came from.

a). Hebrews 11:13-15 These all died in faith, not having received the promises, but having seen them afar off, and were persuaded of them, and embraced them, and confessed that they were strangers and pilgrims on the earth.
11:14 For they that say such things declare plainly that they seek a country.
11:15 And truly, if they had been mindful of that country from whence they came out, they might have had opportunity to have returned.

b). Acts 7:39 To whom our fathers would not obey, but thrust him from them, and in their hearts turned back again into Egypt,

2). Carnal thinking is death

a). Romans 8:5-7 For they that are after the flesh do mind the things of the flesh; but they that are after the Spirit the things of the Spirit.
6 For to be carnally minded is death; but to be spiritually minded is life and peace.
8:7 Because the carnal mind is enmity against God: for it is not subject to the law of God, neither indeed can be.

1). This kind of bawling and crying is an insult to God, it was all because of unbelief and not believing and trusting God.

And a stone of stumbling, and a rock of offence, even to them which stumble at the word, being disobedient: whereunto also they were appointed.

[of] offence [Strong: 4625 skándalon, skan'-dal-on; ("scandal"); probably from a derivative of G2578; a trap-stick (bent sapling), i.e. snare (figuratively, cause of displeasure or sin):—occasion to fall (of stumbling), offence, thing that offends, stumblingblock.] [Thayer: properly, the movable stick or tricker ('trigger') of a trap, trap-stick; a trap, snare; any impediment placed in the way and causing one to stumble or fall (a stumblingblock, occasion of stumbling)]

1). Vine Expository of New Testament Words: "In NT skandalon is always used metaphorically, and ordinarily of anything that arouses prejudice, or becomes a hindrance to others, or causes them to fall by the way.”

2). Zodhiates: The trigger of a trap on which the bait is placed, and which, when touched by the animal, springs and causes it to close causing entrapment. Skandalon always denotes an enticement to conduct which could ruin the person in question. In the NT skandalon is used figuratively in a moral sense. It is concerned mainly with the fact that it produces certain behavior which can lead to ruin.

2.  “...even to them which stumble at the word, being disobedient…”

1). The contrast is between those who believe and those who do not. The believers consider Christ Jesus precious, while the unbeliever considers him rejected or disallowed.

2.  “...but unto them which be disobedient…”

b). Isaiah 28:16 [NIV]  So this is what the Sovereign LORD says: “See, I lay a stone in Zion, a tested stone, a precious cornerstone for a sure foundation; the one who relies on it will never be stricken with panic.

2). Looking at the definitions of this verse, the promise is that those who put their faith and trust in this corner stone, though because of their faith and trust they will be put in dangerous circumstances they will not be shaken to make the wrong decisions.
