Ezekiel 18:24

But when the righteous turneth away from his righteousness, and committeth iniquity, and doeth according to all the abominations that the wicked man doeth, shall he live? All his righteousness that he hath done shall not be mentioned: in his trespass that he hath trespassed, and in his sin that he hath sinned, in them shall he die.

1). In this passage (Ezekiel 18:20-24), the heart of God is revealed toward any one being lost. He is grieved by it. It is the will of God that all be saved, including our government leaders. We must pray for them to that end, that they may be saved. All this stems from the exhortation to pray for our leaders. It is clear that it is God’s will for our leaders to be saved.

a). 2 Peter 3:9 The Lord is not slack concerning his promise, as some men count slackness; but is longsuffering to us-ward, not willing that any should perish, but that all should come to repentance. 

b). John 3:16 For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.
