At that time Herod the tetrarch heard of the fame of Jesus,

1. “At that time Herod the tetrarch heard of the fame of Jesus,” 

a. At [Strong: 1722. en en a primary preposition denoting (fixed) position (in place, time or state), and (by implication) instrumentality (medially or constructively), i.e. a relation of rest (intermediate between 1519 and 1537); "in," at, (up-)on, by, etc.:--about, after, against, + almost, X altogether, among, X as, at, before, between, (here-)by (+ all means), for (... sake of), + give self wholly to, (here-)in(-to, -wardly), X mightily, (because) of, (up-)on, (open-)ly, X outwardly, one, X quickly, X shortly, (speedi-)ly, X that, X there(-in, -on), through(-out), (un-)to(-ward), under, when, where(-with), while, with(-in). Often used in compounds, with substantially the same import; rarely with verbs of motion, and then not to indicate direction, except (elliptically) by a separate (and different) preposition.]

1). Herod actually believed that Jesus was John the Baptist reincarnated.

a). Matthew 14:2 And said unto his servants, This is John the Baptist; he is risen from the dead; and therefore mighty works do shew forth themselves in him.

2). Others of the population thought similar things. 

a). Matthew 16:13, 14 When Jesus came into the coasts of Caesarea Philippi, he asked his disciples, saying, Whom do men say that I the Son of man am? 16:14 And they said, Some say that thou art John the Baptist: some, Elias; and others, Jeremias, or one of the prophets.

3). Some though believed he was the Messiah.

a). John 7:37-43 In the last day, that great day of the feast, Jesus stood and cried, saying, If any man thirst, let him come unto me, and drink.

7:38 He that believeth on me, as the scripture hath said, out of his belly shall flow rivers of living water.

7:39 (But this spake he of the Spirit, which they that believe on him should receive: for the Holy Ghost was not yet given; because that Jesus was not yet glorified.)

7:40 Many of the people therefore, when they heard this saying, said, Of a truth this is the Prophet.

7:41 Others said, This is the Christ. But some said, Shall Christ come out of Galilee?

7:42 Hath not the scripture said, That Christ cometh of the seed of David, and out of the town of Bethlehem, where David was?

7:43 So there was a division among the people because of him.
