And all the congregation of them that were come again out of the captivity made booths, and sat under the booths: for since the days of Jeshua the son of Nun unto that day had not the children of Israel done so. And there was very great gladness.

1). Benson Commentary: Nehemiah 8:17. Since the days of Jeshua, had not the children of Israel done so — The meaning here cannot be that this festival had never been observed since Joshua’s time, because we are informed, (Ezra 3:4,) that it was kept at their return from Babylon; but the joy, since that time, had never been so great as it was now, “for which the Jews themselves,” says Dr. Dodd, “assign this reason; that in the days of Joshua they rejoiced, because they had gotten possession of the land of Canaan; and now they equally rejoiced, because they were restored and quietly settled in it, after they had been long cast out of it.”

2).  Why it says this is that the level of joy experienced in the celebration had not been that great. They indeed celebrated it not only in Solomon’s day: 1 Kings 8:2 “And all the men of Israel assembled themselves unto king Solomon at the feast in the month Ethanim, which is the seventh month.” See also 2 Chronicles 7:8, 9.
