Hebrews 3:16

For some, when they had heard, did provoke: howbeit not all that came out of Egypt by Moses.

a. NLT: And who was it who rebelled against God, even though they heard his voice? Wasn’t it the people Moses led out of Egypt?

b. NIV: Who were they who heard and rebelled? Were they not all those Moses led out of Egypt?

c. YLT: For certain having heard did provoke, but not all who did come out of Egypt through Moses;

d. Amplified Bible Classic: For who were they who heard and yet were rebellious and provoked [Him]? Was it not all those who came out of Egypt led by Moses?

1. “For some, when they had heard, did provoke…”

a. For [Strong: 1063 gár, gar; a primary particle; properly, assigning a reason (used in argument, explanation or intensification; often with other particles):—and, as, because (that), but, even, for, indeed, no doubt, seeing, then, therefore, verily, what, why, yet.]

d. [did] provoke [Strong: 3893 parapikraínō, par-ap-ik-rah'-ee-no; from G3844 and G4087; to embitter alongside, i.e. (figuratively) to exasperate:—provoke.] Thayer: to be rebellious, contumacious, refractory; to provoke, exasperate; to rouse to indignation:]

2. “...howbeit not all that came out of Egypt by Moses.”

a. howbeit [Strong: 235 allá, al-lah'; neuter plural of G243; properly, other things, i.e. (adverbially) contrariwise (in many relations):—and, but (even), howbeit, indeed, nay, nevertheless, no, notwithstanding, save, therefore, yea, yet.]

b. not [Strong: 3756 ou, oo; a primary word; the absolute negative (compare G3361) adverb; no or not:—+ long, nay, neither, never, no (X man), none, (can-)not, + nothing, + special, un(-worthy), when, + without, + yet but.]

c. all [Strong: 3956 pâs, pas; including all the forms of declension; apparently a primary word; all, any, every, the whole:—all (manner of, means), alway(-s), any (one), × daily, + ever, every (one, way), as many as, + no(-thing), X thoroughly, whatsoever, whole, whosoever.]

d. that came [Strong: 1831 exérchomai, ex-er'-khom-ahee; from G1537 and G2064; to issue (literally or figuratively):—come (forth, out), depart (out of), escape, get out, go (abroad, away, forth, out, thence), proceed (forth), spread abroad.]

h. Moses [Strong: 3475 Mōseús, moce-yoos'; of Hebrew origin; (H4872); Moseus, Moses, or Mouses (i.e. Mosheh), the Hebrew lawgiver:—Moses.]

1). This whole passage is dealing with the rebellion because of the  ten spies who came back and spread their unbelief. All those who believed the report of the ten spies were condemned to wander the desert for 40 years.

a. Numbers 14:26-30 And the LORD spake unto Moses and unto Aaron, saying,

14:27 How long shall I bear with this evil congregation, which murmur against me? I have heard the murmurings of the children of Israel, which they murmur against me.

14:28 Say unto them, As truly as I live, saith the LORD, as ye have spoken in mine ears, so will I do to you:

14:29 Your carcases shall fall in this wilderness; and all that were numbered of you, according to your whole number, from twenty years old and upward, which have murmured against me,

14:30 Doubtless ye shall not come into the land, concerning which I sware to make you dwell therein, save Caleb the son of Jephunneh, and Joshua the son of Nun.

2). The ten spies who brought an evil report, and basically called God a liar, died immediately before the LORD.

a). Numbers 14:36-38 And the men, which Moses sent to search the land, who returned, and made all the congregation to murmur against him, by bringing up a slander upon the land,

14:37 Even those men that did bring up the evil report upon the land, died by the plague before the LORD.

14:38 But Joshua the son of Nun, and Caleb the son of Jephunneh, which were of the men that went to search the land, lived still.
