Proverbs 25:28
He that hath no rule over his own spirit is like a city that is broken down, and without walls.
a. ASV: He whose spirit is without restraint Is like a city that is broken down and without walls.
b. YLT: A city broken down without walls, Is a man without restraint over his spirit!
c. Classic Amplified: He who has no rule over his own spirit is like a city that is broken down and without walls.
d. Septuagint: As a city whose walls are broken down, and which is unfortified, so is a man who does anything without counsel.

1. “He that hath no rule over his own spirit…”
a. He [Strong: 376 'iysh eesh contracted for 582 (or perhaps rather from an unused root meaning to be extant); a man as an individual or a male person; often used as an adjunct to a more definite term (and in such cases frequently not expressed in translation):--also, another, any (man), a certain, + champion, consent, each, every (one), fellow, (foot-, husband-)man, (good-, great, mighty) man, he, high (degree), him (that is), husband, man(-kind), + none, one, people, person, + steward, what (man) soever, whoso(-ever), worthy.]
b. that [Strong: 834 'aher ash-er' a primitive relative pronoun (of every gender and number); who, which, what, that; also (as an adverb and a conjunction) when, where, how, because, in order that, etc.:--X after, X alike, as (soon as), because, X every, for, + forasmuch, + from whence, + how(-soever), X if, (so) that ((thing) which, wherein), X though, + until, + whatsoever, when, where (+ -as, -in, -of, -on, -soever, -with), which, whilst, + whither(- soever), who(-m, -soever, -se). 2. “...is like a city that is broken down, and without walls.”
a. [is like a] city [Strong: 5892 `iyr eer or (in the plural) par {awr}; or ayar (Judges 10:4) {aw-yar'}; from 5782 a city (a place guarded by waking or a watch) in the widest sense (even of a mere encampment or post):--Ai (from margin), city, court (from margin), town.]

[that is] broken down [Strong: 6555 parats paw-rats' a primitive root; to break out (in many applications, direct and indirect, literal and figurative):--X abroad, (make a) breach, break (away, down, -er, forth, in, up), burst out, come (spread) abroad, compel, disperse, grow, increase, open, press, scatter, urge.]
c. d. walls [Strong: 2346 chowmah kho-maw' feminine active participle of an unused root apparently meaning to join; a wall of protection:--wall, walled.]
1). Man is a three part being.
a). 1 Thessalonians 5:23 And the very God of peace sanctify you wholly; and I pray God your whole spirit and soul and body be preserved blameless unto the coming of our Lord Jesus Christ.
2). The spirit is the real me on the inside created in the image of God, because God is a Spirit.
a). John 4:24 God is a Spirit: and they that worship him must worship him in spirit and in truth.
b). Genesis 1:26 And God said, Let us make man in our image, after our likeness: and let them have dominion over the fish of the sea, and over the fowl of the air, and over the cattle, and over all the earth, and over every creeping thing that creepeth upon the earth.
3). The spirit of man is to be in charge, in obedience to the word and the Spirit, bringing his body into subjection to the word and controlling his thought to also be in obedience to the word of God.
a). Romans 12:1, 2 I beseech you therefore, brethren, by the mercies of God, that ye present your bodies a living sacrifice, holy, acceptable unto God, which is your reasonable service.
12:2 And be not conformed to this world: but be ye transformed by the renewing of your mind, that ye may prove what is that good, and acceptable, and perfect, will of God.
b). 1 Corinthians 9:24-27 Know ye not that they which run in a race run all, but one receiveth the prize? So run, that ye may obtain.
9:25 And every man that striveth for the mastery is temperate in all things. Now they do it to obtain a corruptible crown; but we an incorruptible.
9:26 I therefore so run, not as uncertainly; so fight I, not as one that beateth the air:
9:27 But I keep under my body, and bring it into subjection: lest that by any means, when I have preached to others, I myself should be a castaway.
c). 2 Corinthians 10:3-6 For though we walk in the flesh, we do not war after the flesh:
10:4 (For the weapons of our warfare are not carnal, but mighty through God to the pulling down of strong holds;)
10:5 Casting down imaginations, and every high thing that exalteth itself against the knowledge of God, and bringing into captivity every thought to the obedience of Christ;
10:6 And having in a readiness to revenge all disobedience, when your obedience is fulfilled.
d). 1 Thessalonians 4:3, 4 For this is the will of God, even your sanctification, that ye should abstain from fornication:
4:4 That every one of you should know how to possess his vessel in sanctification and honour;
4). One of the characteristics of people in the last days, unbelievers and some professing believers is they won’t be able to control themselves.
a). 2 Timothy 3:1-5 But mark this: There will be terrible times in the last days.
3:2People will be lovers of themselves, lovers of money, boastful, proud, abusive, disobedient to their parents, ungrateful, unholy,
3:3 without love, unforgiving, slanderous, without self-control, brutal, not lovers of the good,
3:4 treacherous, rash, conceited, lovers of pleasure rather than lovers of God—
3:5 having a form of godliness but denying its power. Have nothing to do with such people.
