Joshua 12:5
And reigned in mount Hermon, and in Salcah, and in all Bashan, unto the border of the Geshurites and the Maachathites, and half Gilead, the border of Sihon king of Heshbon.

1). This is referring to when Moses was still alive and previous to Israel crossing the Jordan river into the land of Canaan.
a). Numbers 21:33-35 And they turned and went up by the way of Bashan: and Og the king of bashan went out against them, he, and all his people, to the battle at edrei.
21:34 And the Lord said unto Moses, Fear him not: for I have delivered him into thy hand, and all his people, and his land; and thou shalt do to him as thou didst unto Sihon king of the Amorites, which dwelt at Heshbon.
21:35 So they smote him, and his sons, and all his people, until there was none left him alive: and they possessed his land.
2). Both of these kings Sihon and Og were defeated by Moses and their land areas were given to some of the tribes Israel for their inheritance.
a). Joshua 12:6These Moses the servant of the Lord and the Israelites defeated; and Moses the servant of the Lord gave their land for a possession to the Reubenites, the Gadites, and the half-tribe of Manasseh.
