Romans 9:15

For he saith to Moses, I will have mercy on whom I will have mercy, and I will have compassion on whom I will have compassion.

1. “For he saith to Moses…”

a. For [Strong: 1063 gar gar a primary particle; properly, assigning a reason (used in argument, explanation or intensification; often with other particles):--and, as, because (that), but, even, for, indeed, no doubt, seeing, then, therefore, verily, what, why, yet.]

b. he saith [Strong: 3004  lego leg'-o a primary verb; properly, to "lay" forth, i.e. (figuratively) relate (in words (usually of systematic or set discourse; whereas 2036 and 5346 generally refer to an individual expression or speech respectively; while 4483 is properly to break silence merely, and 2980 means an extended or random harangue)); by implication, to mean:--ask, bid, boast, call, describe, give out, name, put forth, say(-ing, on), shew, speak, tell, utter.]

c. to [Strong: 3588  ho ho, including the feminine he hay, and the neuter to to in all their inflections; the definite article; the (sometimes to be supplied, at others omitted, in English idiom):--the, this, that, one, he, she, it, etc.]

d. Moses [Strong: 3475 Moseus moce-yoos' or Moses mo-sace', or Mouses mo-oo-sace' of Hebrew origin; (4872); Moseus, Moses, or Mouses (i.e. Mosheh), the Hebrew lawgiver:--Moses.]

1). Exodus 34:19 And he said, I will make all my goodness pass before thee, and I will proclaim the name of the Lord before thee; and will be gracious to whom I will be gracious, and will shew mercy on whom I will shew mercy.

     

2. “...I will have mercy on whom I will have mercy…”

a. [I will] have mercy on [Strong: 1653 eleeo el-eh-eh'-o from 1656; to compassionate (by word or deed, specially, by divine grace):--have compassion (pity on), have (obtain, receive, shew) mercy (on).]

b. whom [Strong: 3739  hos hos, including feminine he hay, and neuter ho ho probably a primary word (or perhaps a form of the article 3588); the relatively (sometimes demonstrative) pronoun, who, which, what, that:--one, (an-, the) other, some, that, what, which, who(-m, -se), etc.]

c. [Strong: 302 an an a primary particle, denoting a supposition, wish, possibility or uncertainty:--(what-, where-, wither-, who-)soever. Usually unexpressed except by the subjunctive or potential mood. Also contracted for 1437.]

d. [I will] have mercy [Strong: 1653 eleeo el-eh-eh'-o from 1656; to compassionate (by word or deed, specially, by divine grace):--have compassion (pity on), have (obtain, receive, shew) mercy (on).]

3. “…and I will have compassion on whom I will have compassion.”

a. and [Strong: 2532 kai kahee apparently, a primary particle, having a copulative and sometimes also a cumulative force; and, also, even, so then, too, etc.; often used in connection (or composition) with other particles or small words:--and, also, both, but, even, for, if, or, so, that, then, therefore, when, yet.]

b. [I will] have compassion [Strong: 3627 oikteiro oyk-ti'-ro also (in certain tenses) prolonged oiktereo oyk-ter-eh'-o from oiktos (pity); to exercise pity:--have compassion on.]

c. on whom [Strong: 3739  hos hos, including feminine he hay, and neuter ho ho probably a primary word (or perhaps a form of the article 3588); the relatively (sometimes demonstrative) pronoun, who, which, what, that:--one, (an-, the) other, some, that, what, which, who(-m, -se), etc.]

1). The Greek word for will is not in the text but it was inserted by the translators because in the context it is included.

a). Romans 9:18 Therefore hath he mercy on whom he will have mercy, and whom he will he hardeneth.

b). will [Strong: 2309 thelo thel'-o or ethelo eth-el'-o, in certain tenses theleo thel-eh'-o, and etheleo eth-el-eh'-o, which are otherwise obsolete apparently strengthened from the alternate form of 138; to determine (as an active option from subjective impulse; whereas 1014 properly denotes rather a passive acquiescence in objective considerations), i.e. choose or prefer (literally or figuratively); by implication, to wish, i.e. be inclined to (sometimes adverbially, gladly); impersonally for the future tense, to be about to; by Hebraism, to delight in:--desire, be disposed (forward), intend, list, love, mean, please, have rather, (be) will (have, -ling, - ling(-ly)).]
