Joel 2:32
And it shall come to pass, that whosoever shall call on the name of the LORD shall be delivered: for in mount Zion and in Jerusalem shall be deliverance, as the LORD hath said, and in the remnant whom the LORD shall call.

1). The timing for the whole passage actually spans 2000 years from 50 days after the ascension of Christ until the coming of Christ at the day of the Lord. The beginning of the passage is the Day of Pentecost, and during the 2000 years since then the Holy Spirit has been in the earth since then. Also since that time we have been in the dispensation of grace, in the New Covenant and during that time millions have gotten born again by calling on the name of Christ Jesus. That way of salvation will continue until Christ comes back. The fulfillment of this prophecy is speaking of the birth of the church, the body of Christ in the earth. The Spirit of God would be poured out on all flesh, not just Jews, but whosoever calls upon the name of the Lord would be saved.

2:17 And it shall come to pass in the last days, saith God, I will pour out of my Spirit upon all flesh: and your sons and your daughters shall prophesy, and your young men shall see visions, and your old men shall dream dreams:
2:18 And on my servants and on my handmaidens I will pour out in those days of my Spirit; and they shall prophesy:
2:19 And I will shew wonders in heaven above, and signs in the earth beneath; blood, and fire, and vapour of smoke:
2:20 The sun shall be turned into darkness, and the moon into blood, before the great and notable day of the Lord come:
2:21 And it shall come to pass, that whosoever shall call on the name of the Lord shall be saved.
2). The calling ‘upon the name of the Lord to be saved is referring to the New Birth.
a). Romans 10:8-10 But what saith it? The word is nigh thee, even in thy mouth, and in thy heart: that is, the word of faith, which we preach;
10:9 That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.
10:10 For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.
