1). There are different opinions as to which Person of the Godhead this refers to and the opinions are given by individuals far more educated than me. Personally I see in the context an inference to the Holy Spirit, who is the Person of the Godhead who is enforcing this Covenant in this dispensation.

1. “Nevertheless when it shall turn to the Lord…”

1). Albert Barnes Commentary: When it shall turn to the Lord - When the Jewish people shall be converted. The word "it" here refers undoubtedly to "Israel" in 2 Corinthians 3:13.


2). Adam Clarke Commentary: When the Israelitish nation shall turn to the Lord Jesus, the veil shall be taken away; the true light shall shine; and they shall see all things clearly.


3). Dake: The heart.


4). Ellicott Commentary:  The veil shall be taken away when the heart of Israel shall turn, in the might of a real conversion, to the Lord of Israel.


5). Pulpit Commentary: The nominative of the verb is not expressed. Obviously the most natural word to supply is the one last alluded to, namely, "the heart of Israel."

1). There is also a vail upon all nations, an unbelief that they choose to embrace. This vail of unbelief will also be taken away.


a). Isaiah 25:7  And he will destroy in this mountain the face of the covering cast over all people, and the vail that is spread over all nations.


2). The blindness inflicted by the devil (2 Corinthians 4:4), will be removed and the devil will also be removed from the earth (Revelation 20:1-3).

1). Ellicott's Commentary for English Readers: What was the object of this putting on of the veil? The English version of that text suggests that it was to hide the brightness from which they shrank. But the interpretation which St. Paul follows presents a very different view. Moses put the veil over his face that they might not see the end, the fading away of that transitory glory. For them it was as though it were permanent and unfading. They did not see—this is St. Paul’s way of allegorising the fact stated—that the whole system of the Law, as symbolised by that brightness, had but a fugitive and temporary being.

Could not stedfastly look to the end of that which is abolished.—Better, look on the end of that which was perishing. Literally, the words state the fact, they could not see how the perishing glory ended. In the interpretation of the parable St. Paul seems to say that what was true of those older Israelites was true also of their descendants. They could not see the true end of the perishing system of the Law, its aim, purport, consummation. There is, perhaps, though most recent commentators have refused to recognise it, a half-allusive reference to the thought expressed in Romans 10:4, that “Christ is the end of the law for righteousness;” or, in 1 Timothy 1:5, that “the end of the commandment is love out of a pure heart.” Had their eyes been open, they would have seen in the fading away of the old glory of the decaying “letter” the dawn of a glory that excelled it. And in the thought that this was the true “end” of the Law we find the ground for the Apostle’s assertion that he used great plainness of speech. He had no need to veil his face or his meaning, for he had no fear lest the glory of the gospel of which he was a minister should fade away.

l. heart [Strong: 2588. kardia kar-dee'-ah prolonged from a primary kar (Latin cor, "heart"); the heart, i.e. (figuratively) the thoughts or feelings (mind); also (by analogy) the middle:--(+ broken-)heart(-ed).]


1). The vail that Moses put on prevented the children of Israel from seeing the glory or shinning on Moses face fad away. The glory on Moses’ face eventually faded away, it may have been hours or days, the verse does not say. The critical point in this was that Israel was not able to see the glory on his face fade away. The Apostle Paul adds a much more serious meaning to Moses putting on the vail, preventing Israel from seeing the glory fade away. The simple act of Moses putting on the vail, prevented Israel from seeing not only the fading away of the glory on Moses face, it also prevented Israel from seeing the end, the completion, the fulfillment of the law in Christ Jesus. This truth is bolstered by a passage in Romans.


a). Romans 10:1-4 Brethren, my heart’s desire and prayer to God for Israel is, that they might be saved.

10:2 For I bear them record that they have a zeal of God, but not according to knowledge.

10:3 For they being ignorant of God’s righteousness, and going about to establish their own righteousness, have not submitted themselves unto the righteousness of God.

10:4 For Christ is the end of the law for righteousness to every one that believeth.


a). The Greek word for “end” in Romans 10:4 is the same Greek word used in 2 Corinthians 3:13.


2). The next verse in 2 Corinthians 3 establishes that Moses putting a vail on his face put a judgment or curse of blindness upon Israel that is there to this day.
