2 Corinthians 3:7
But if the ministration of death, written and engraven in stones, was glorious, so that the children of Israel could not stedfastly behold the face of Moses for the glory of his countenance; which glory was to be done away:
a. NLT: The old way, with laws etched in stone, led to death, though it began with such glory that the people of Israel could not bear to look at Moses’ face. For his face shone with the glory of God, even though the brightness was already fading away.
b. NIV: Now if the ministry that brought death, which was engraved in letters on stone, came with glory, so that the Israelites could not look steadily at the face of Moses because of its glory, transitory though it was,
c. YLT: And if the ministration of the death, in letters, engraved in stones, came in glory, so that the sons of Israel were not able to look stedfastly to the face of Moses, because of the glory of his face -- which was being made useless,

1. “But if the ministration of death…”

d. ministration [Strong: 1248. diakonia dee-ak-on-ee'-ah from 1249; attendance (as a servant, etc.); figuratively (eleemosynary) aid, (official) service (especially of the Christian teacher, or technically of the diaconate):--(ad-)minister(-ing, -tration, -try), office, relief, service(-ing).]
e. of death [Strong: 2288. thanatos than'-at-os from 2348; (properly, an adjective used as a noun) death (literally or figuratively):--X deadly, (be...) death.]
1). Paul calls the Mosaic law “the ministration of death”. It declared the human race to be under sin and guilty before God.
a). Romans 3:9 What then? are we better than they? No, in no wise: for we have before proved both Jews and Gentiles, that they are all under sin;
b). Romans 3:19 Now we know that what things soever the law saith, it saith to them who are under the law: that every mouth may be stopped, and all the world may become guilty before God.
2). Paul called the law a “ministration of death’ because the law was unable to impart the life of God, nor was it able to justify a man in righteousness.
a). Galatians 3:21 Is the law then against the promises of God? God forbid: for if there had been a law given which could have given life, verily righteousness should have been by the law.
b). Acts 13: 38, 39 Be it known unto you therefore, men and brethren, that through this man is preached unto you the forgiveness of sins:
13:39 And by him all that believe are justified from all things, from which ye could not be justified by the law of Moses.
3). Paul called the law a “ministration of death” because of the contrast between giving the Law and giving the New Covenant. When Moses was coming down from receiving the Ten Commandments and found some of the people participating in idolatry and fornication 3000 people died. Contrast that loss of life with the 3000 that were saved at the giving of the New Covenant and the out pouring of the Holy Ghost. This is another reason the Apostle Paul called it the ministration of death.
a). Exodus 32:25-28 And when Moses saw that the people were naked; (for Aaron had made them naked unto their shame among their enemies:)
32:26 Then Moses stood in the gate of the camp, and said, Who is on the LORD'S side? let him come unto me. And all the sons of Levi gathered themselves together unto him.
32:27 And he said unto them, Thus saith the LORD God of Israel, Put every man his sword by his side, and go in and out from gate to gate throughout the camp, and slay every man his brother, and every man his companion, and every man his neighbour.
32:28 And the children of Levi did according to the word of Moses: and there fell of the people that day about three thousand men.
b). Acts 2:38-41 Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.
2:39 For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call.
2:40 And with many other words did he testify and exhort, saying, Save yourselves from this untoward generation.
2:41 Then they that gladly received his word were baptized: and the same day there were added unto them about three thousand souls.
2. “…written and engraven in stones, was glorious…”

1). Though it was a ministration of death, it was written with the finger of God in stone and was glorious.
a). Exodus 31:18 And he gave unto Moses, when he had made an end of communing with him upon mount Sinai, two tables of testimony, tables of stone, written with the finger of God.
b). Deuteronomy 33:2 And he said, The LORD came from Sinai, and rose up from Seir unto them; he shined forth from mount Paran, and he came with ten thousands of saints: from his right hand went a fiery law for them.
2). I don’t think most Christians realize how glorious the giving of the law was when God gave the law at Sinai. The children of Israel or anyone who would have witnessed it would have seen a spectacular sight. The glory of God on Mount Sinai appeared as if the whole top of the mountain was on fire. Accompanied with that was a tremendous display of lightening thunder and an incredibly loud blast of the Shofar. Oh, and I failed to mention that along with this awesome display of power and glory, that the whole mountain quaked mightily. When the law was given Moses was so terrified he literally shook with fear.
a). Hebrews 12:19-21 And the sound of a trumpet, and the voice of words; which voice they that heard intreated that the word should not be spoken to them any more:
12:20 (For they could not endure that which was commanded, And if so much as a beast touch the mountain, it shall be stoned, or thrust through with a dart:
12:21 And so terrible was the sight, that Moses said, I exceedingly fear and quake:)
3). Incidentally, at the top of the real Mount Sinai located in Saudi Arabia, the entire top of the mountain has been blackened, burnt and is visible to this day.
a). Exodus 24:17 And the sight of the glory of the LORD was like devouring fire on the top of the mount in the eyes of the children of Israel.
3. “…so that the children of Israel could not stedfastly behold the face of Moses for the glory of his countenance;”
a. so that [Strong: 1391. doxa dox'-ah from the base of 1380; glory (as very apparent), in a wide application (literal or figurative, objective or subjective):--dignity, glory(-ious), honour, praise, worship.
b. the children [Strong: 5207. huios hwee-os' apparently a primary word; a "son" (sometimes of animals), used very widely of immediate, remote or figuratively, kinship:--child, foal, son.]
c. of Israel [Strong: 2474. Israel is-rah-ale' of Hebrew origin (3478); Israel (i.e. Jisrael), the adopted name of Jacob, including his descendants (literally or figuratively):--Israel.]
d. could [Strong: 1410. dunamai doo'-nam-ahee of uncertain affinity; to be able or possible:--be able, can (do, + -not), could, may, might, be possible, be of power.]

1). It’s not that they “couldn’t”, it’s that they were afraid to go near him.
a). Exodus 34:30 34:30 And when Aaron and all the children of Israel saw Moses, behold, the skin of his face shone; and they were afraid to come nigh him.

l. of his [Strong: 846. autos ow-tos' from the particle au (perhaps akin to the base of 109 through the idea of a baffling wind) (backward); the reflexive pronoun self, used (alone or in the comparative 1438) of the third person , and (with the proper personal pronoun) of the other persons:--her, it(-self), one, the other, (mine) own, said, (self-), the) same, ((him-, my-, thy- )self, (your-)selves, she, that, their(-s), them(-selves), there(-at, - by, -in, -into, -of, -on, -with), they, (these) things, this (man), those, together, very, which.]

1). This is a reference to the second time Moses received the Ten Commandments. When Moses communed with God, Moses face shined with the glory of God.
a). Exodus 34:29-35 And it came to pass, when Moses came down from mount Sinai with the two tables of testimony in Moses' hand, when he came down from the mount, that Moses wist not that the skin of his face shone while he talked with him.
34:30 And when Aaron and all the children of Israel saw Moses, behold, the skin of his face shone; and they were afraid to come nigh him.
34:31 And Moses called unto them; and Aaron and all the rulers of the congregation returned unto him: and Moses talked with them.
34:32 And afterward all the children of Israel came nigh: and he gave them in commandment all that the LORD had spoken with him in mount Sinai.
34:33 And till Moses had done speaking with them, he put a vail on his face.
34:34 But when Moses went in before the LORD to speak with him, he took the vail off, until he came out. And he came out, and spake unto the children of Israel that which he was commanded.
34:35 And the children of Israel saw the face of Moses, that the skin of Moses' face shone: and Moses put the vail upon his face again, until he went in to speak with him.
b). The glory of the law is the glory of the Mosaic Covenant. As we shall see, it appears that the insistence of the people for Moses to put a veil over his face seems to have put them under a spiritual curse.
4. “…which glory was to be done away:”

To cause to cease, put an end to, do away with, annul, abolish.]
