Speak unto the children of Israel, and bid them that they make them fringes in the borders of their garments throughout their generations, and that they put upon the fringe of the borders a ribband of blue:

1). This is a description of the Jewish prayer shawl that Jewish men wear. Because he was an obedient Jew, Jesus himself wore one. It was this garment that the woman who had the issue of blood was thinking about when she was believing by faith and touching his garment to be healed.
