1. “And the man whose hair is fallen off his head, he is bald…”
a. [And the] man [Strong: 376 'iysh eesh contracted for 582 (or perhaps rather from an unused root meaning to be extant); a man as an individual or a male person; often used as an adjunct to a more definite term (and in such cases frequently not expressed in translation):--also, another, any (man), a certain, + champion, consent, each, every (one), fellow, (foot-, husband-)man, (good-, great, mighty) man, he, high (degree), him (that is), husband, man(-kind), + none, one, people, person, + steward, what (man) soever, whoso(-ever), worthy.]

c. hair is fallen off [Strong: 4803 marat maw-rat' a primitive root; to polish; by implication, to make bald (the head), to gall (the shoulder); also, to sharpen:--bright, furbish, (have his) hair (be) fallen off, peeled, pluck off (hair).]
d. [his] head [Strong: 7218 ro'sh roshe from an unused root apparently meaning to shake; the head (as most easily shaken), whether literal or figurative (in many applications, of place, time, rank, itc.):--band, beginning, captain, chapiter, chief(-est place, man, things), company, end, X every (man), excellent, first, forefront, ((be-))head, height, (on) high(-est part, (priest)), X lead, X poor, principal, ruler, sum, top.]

b. clean [Strong: 2889 tahowr taw-hore' or tahor {taw-hore'}; from 2891; pure (in a physical, chemical, ceremonial or moral sense):--clean, fair, pure(-ness).]
1). Baldness is a natural occurrence in men and sometimes in women that does not mean they are ill. They were in Jewish culture ritualistically clean.
2). We know for a fact that Elisha the prophet was bald because of his being mocked by the rebellious young people of Bethel.
a). 2 Kings 2:23-25 And he went up from thence unto Bethel: and as he was going up by the way, there came forth little children out of the city, and mocked him, and said unto him, Go up, thou bald head; go up, thou bald head.
2:24 And he turned back, and looked on them, and cursed them in the name of the LORD. And there came forth two she bears out of the wood, and tare forty and two children of them.
2:25 And he went from thence to mount Carmel, and from thence he returned to Samaria.
