Exodus 12:43

And the LORD said unto Moses and Aaron, This is the ordinance of the passover: There shall no stranger eat thereof:

a. NLT: Then the LORD said to Moses and Aaron, “These are the instructions for the festival of Passover. No outsiders are allowed to eat the Passover meal.

b. NIV: The LORD said to Moses and Aaron, “These are the regulations for the Passover meal: “No foreigner may eat it.

c. YLT: And Jehovah saith unto Moses and Aaron, 'This is a statute of the passover; Any son of a stranger doth not eat of it;

2. “…This is the ordinance of the passover: There shall no stranger eat thereof:”

a. This is the ordinance [2708 * chuqqah] [Strong: feminine of 2706, and meaning substantially the same:--appointed, custom, manner, ordinance, site, statute.]

b. of the Passover [6453 * pecach] [Strong: from 6452; a pretermission, i.e. exemption; used only techically of the Jewish Passover (the festival or the victim):--passover (offering).]

1). Albert Barnes Commentary: No stranger - Literally, "son of a stranger." The term is general; it includes all who were aliens from Israel, until they were incorporated into the nation by circumcision.

2). Adam Clark Commentary: ben nechar, the son of a stranger or foreigner, i.e., one who was not of the genuine Hebrew stock, or one who had not received circumcision; for any circumcised person might eat the passover, as the total exclusion extends only to the uncircumcised.

a). Exodus 12:48 And when a stranger shall sojourn with thee, and will keep the passover to the LORD, let all his males be circumcised, and then let him come near and keep it; and he shall be as one that is born in the land: for no uncircumcised person shall eat thereof.
