And for that the dream was doubled unto Pharaoh twice; it is because the thing is established by God, and God will shortly bring it to pass.

1). It is a Biblical principle that a word from the Lord should be established by two or three witnesses.

a). 2 Corinthians 13:1 This is the third time I am coming to you. In the mouth of two or three witnesses shall every word be established.

2). Under the Old Covenant a person suspected of murder could not be put to death unless there were two or three witnesses.

a). Deuteronomy 17:6 At the mouth of two witnesses, or three witnesses, shall he that is worthy of death be put to death; but at the mouth of one witness he shall not be put to death.

As a matter of fact his own control over the country was destined to be strengthened by these events; but the underlying purpose of it all had to do rather with God’s plan for Israel.
