1. “The sceptre shall not depart from Judah, nor a lawgiver from between his feet…”

a. [The] scepter [Strong: 7626 shebet shay'-bet from an unused root probably meaning to branch off; a scion, i.e. (literally) a stick (for punishing, writing, fighting, ruling, walking, etc.) or (figuratively) a clan:--X correction, dart, rod, sceptre, staff, tribe.]

b. [shall] not [Strong: 3808 lo' lo or lowi {lo}; or loh (Deut. 3:11) {lo}; a primitive particle; not (the simple or abs. negation); by implication, no; often used with other particles (as follows):--X before, + or else, ere, + except, ig(-norant), much, less, nay, neither, never, no((-ne), -r, (-thing)), (X as though...,(can-), for) not (out of), of nought, otherwise, out of, + surely, + as truly as, + of a truth, + verily, for want, + whether, without.]

c. depart [Strong: 5493 cuwr soor or suwr (Hosea 9:12) {soor}; a primitive root; to turn off (literal or figurative):--be(-head), bring, call back, decline, depart, eschew, get (you), go (aside), X grievous, lay away (by), leave undone, be past, pluck away, put (away, down), rebel, remove (to and fro), revolt, X be sour, take (away, off), turn (aside, away, in), withdraw, be without.]

d. [from] Judah [Strong: 3063 Yhuwdah yeh-hoo-daw' from 3034; celebrated; Jehudah (or Judah), the name of five Israelites; also of the tribe descended from the first, and of its territory:--Judah.]

e. [nor a] lawgiver [Strong: 2710 chaqaq khaw-kak' a primitive root; properly, to hack, i.e. engrave (Judges 5:14, to be a scribe simply); by implication, to enact (laws being cut in stone or metal tablets in primitive times) or (gen.) prescribe:--appoint, decree, governor, grave, lawgiver, note, pourtray, print, set.]

f. [from] between [Strong: 996 beyn bane (sometimes in the plural masculine or feminine); properly, the constructive form of an otherwise unused noun from 995; a distinction; but used only as a prep, between (repeated before each noun, often with other particles); also as a conjunction, either...or:--among, asunder, at, between (-twixt...and), + from (the widest), X in, out of, whether (it be...or), within.]

g. [his] feet [Strong: 7272 regel reh'-gel from 7270; a foot (as used in walking); by implication, a step; by euphem. the pudenda:--X be able to endure, X according as, X after, X coming, X follow, ((broken-))foot((-ed, -stool)), X great toe, X haunt, X journey, leg, + piss, + possession, time.]

1). William Varner, Jacob’s Dozen: Jacob’s prophecy stated that the symbols of royalty, the scepter and the ruler’s staff, would not depart from Judah. This teaches that the right to reign as king will always be with the tribe of Judah.

2. “...until Shiloh come; and unto him shall the gathering of the people be.”

a. until [Strong: 5704 `ad ad properly, the same as 5703 (used as a preposition, adverb or conjunction; especially with a preposition); as far (or long, or much) as, whether of space (even unto) or time (during, while, until) or degree (equally with):--against, and, as, at, before, by (that), even (to), for(-asmuch as), (hither-)to, + how long, into, as long (much) as, (so) that, till, toward, until, when, while, (+ as) yet.]

b. [Strong: 3588 kiy kee a primitive particle (the full form of the prepositional prefix) indicating causal relations of all kinds, antecedent or consequent; (by implication) very widely used as a relative conjunction or adverb (as below); often largely modified by other particles annexed:--and, + (forasmuch, inasmuch, where-)as, assured(-ly), + but, certainly, doubtless, + else, even, + except, for, how, (because, in, so, than) that, + nevertheless, now, rightly, seeing, since, surely, then, therefore, + (al- )though, + till, truly, + until, when, whether, while, whom, yea, yet.]

f. [and unto him shall be the] gathering [Strong: 3349 yiqqahah yik-kaw-haw' from the same as 3348; obedience: -gathering, to obey.]

g. [of the] people [Strong: 5971 `am am from 6004; a people (as a congregated unit); specifically, a tribe (as those of Israel); hence (collectively) troops or attendants; figuratively, a flock:--folk, men, nation, people.]
