2 Chronicles 33:16
And he repaired the altar of the LORD, and sacrificed thereon peace offerings and thank offerings, and commanded Judah to serve the LORD God of Israel.

1). Manasseh was definitely bringing forth as John the Baptist preached and the Apostle Paul wrote of fruits of repentance.
a). Matthew 3:7-10 But when he saw many of the Pharisees and Sadducees come to his baptism, he said unto them, O generation of vipers, who hath warned you to flee from the wrath to come?
3:8 Bring forth therefore fruits meet for repentance:
3:9 And think not to say within yourselves, We have Abraham to our father: for I say unto you, that God is able of these stones to raise up children unto Abraham.
3:10 And now also the axe is laid unto the root of the trees: therefore every tree which bringeth not forth good fruit is hewn down, and cast into the fire.
b). 2 Corinthians 7:10, 11 For godly sorrow worketh repentance to salvation not to be repented of: but the sorrow of the world worketh death.
7:11 For behold this selfsame thing, that ye sorrowed after a godly sort, what carefulness it wrought in you, yea, what clearing of yourselves, yea, what indignation, yea, what fear, yea, what vehement desire, yea, what zeal, yea, what revenge! In all things ye have approved yourselves to be clear in this matter.
2). Keil and Delitzsch Biblical Commentary on the Old Testament: in 2 Chronicles 33:10 of the Chronicle it is only briefly said that the Lord spake to Manasseh and to his people, but they would not hearken; and then in 2 Chronicles 33:11-17 it is narrated that Manasseh was led away to Babylon by the king of Assyria's captains of the host; in his trouble turned to the Lord his God, and prayed; was thereupon brought by God back to Jerusalem; after his return, fortified Jerusalem with a new wall; set commanders over all the fenced cities of Judah; abolished the idolatry in the temple and the city, and restored the worship of Jehovah.
